Amit Shah to launch NEDA in Guwahati
GUWAHATI, Jul 11: BJP president Amit Shah's ambitious project, North East Democratic Alliance (NEDA) which is a grouping of non Congress parties will be launched on Wednesday in Guwahati.
NEDA will be launched in presence of Shah and other central ministers on July 13.
NEDA was formed on May 24 last. Besides regional parties, chief ministers of Assam Sarbananda Sonowal, Nagaland T.R. Zeliang, Arunchal Pradesh Kalikho Pul, Pawan Kumar Chamling Sikkim are likely to attend the meeting. The meeting will also be attended by parliamentarian of non-Congress rules states.
NEDA last meeting was attended by Mizoram based Mizo National Front, Peoples' Party of Arunachal, Assam based Asom Gana Parishad and Bodoland People's Front, Indigenous Peoples Front of Tripura, Meghalaya based United Democratic Party (UDP)and National People's Party (NPP).
Manipur, Meghalaya and Mizoram are ruled by Congress, while Left Front is ruling Tripura. In Arunachal Pradesh BJP backed collation is ruling while in Nagaland BJP is a partner in ruling coalition. (Courtesy ET Bureau)
Govt. to release 6% DA to employees
ITANAGAR, Jul 11: The state government has decided to release six percent Dearness Allowance (DA) to all India Service Officers/state govt regular employees/pensioners/family pensioners w.e.f. 1st January’ 2016 at par with Central Govt Employees.
It was approved in a cabinet meeting held on Monday.
The State Cabinet under the chairmanship of the Chief Minister Kalikho Pul also approved for creation of 411 posts for establishment of the state’s first Medical College of which 200 are posts for faculty members and another 211 for supporting staffs.
The Cabinet also approved the creation of 106 posts of different Cadres for Arunachal Civil Secretariat under GA department as well as opening of 21 Women Police Stations along with creation of 401 posts under various categories. The proposal for promotion of Constables to Head Constables under the Police Department was also approved.
The Cabinet also approved for creation of Police Station at Palin under Kra Daadi district. In order to meet the shortage of Police Officers in the state, the cabinet decided to promote five senior most Additional Superintendent of Police (Grade-I) to the rank of Superintendent of Police (Junior Admin Grade).
The Cabinet also decided to make Arunachal State Medical College, Naharlagun into a Scientific Society called “Tomo Riba Institute of Health & Medical Sciences, Arunachal Pradesh” under the relevant Societies Registration Act 1860 (Central Act). Society will look after the establishment of Medical College and other institutes for medical education, training and research. It will also look after the issues relating to establishment of hospitals to provide advanced and specialized medical facilities including teaching under graduates and postgraduates medical education and paramedical courses.
Cabinet also discussed the issues proposed for the 11th meeting of Inter-State Council scheduled on July 16 at New Delhi under the chairmanship of Prime Minister of India.
Arunachal may lose civilian airport: ACS alleges

ITANAGAR, Jul 11: Arunachal Civil Society (ACS) Chairman Patey Tayum on Monday questioned the intention of Chief Minister Kalikho Pul endorsing Karsingsa for Green Field Airport (GFA).
Chief Minister reportedly wrote a letter to the Union Minister of Civil Aviation Ashok Gajapathi Raju Pusapati.
In a press conference held on Monday, ACS Chairman claimed that Chief Minister had written the letter in the wake of deadline served by Arun Kumar, Joint Secretary Ministry of Civil Aviation, Government of India wherein Kumar sought ‘standpoint’ of the state government on proposed GFA at Hollongi on May 23, 2016 and asked the government to respond within a month.
However, the letter purportedly written by the CM does not have his signature or letterhead.
Armed with document which he claimed was accessed from the department concern, Tayum stated that CM’s letter was confusing and detrimental to development in spite of knowledge about the deadline.
“Chief Minister is well aware about the Joint Secretary’s letter but why did he write a letter endorsing Karsingsa as feasible site, despite knowing that the High Court has already declared Hollongi as feasible site based on the recommendation of the expert committee” said Tayum while questioning Chief Minister’s intention.
ACS further stated that Arunachal Pradesh may lose the dream of having Green Field Airport forever, as the alleged letter of CM has not only confused the ministry of civil aviation but also may fuel another controversy leading to in ordinate delay.
Failure of Government of Arunachal to respond within a month, would be considered by the Ministry that Arunachal is not interested or willing to take up the project, as it is clearly mentioned in the letter sent by the Joint Secretary.
“I would like to request you to convey the standpoint of the state government regarding the project as to whether the state Govt wishes to continue the project or not. If the state govt. is not willing to take up the project, central govt will be constrained to consider the project of construction of Greenfield Airport at Itanagar as Dropped/Closed” Joint Secretary said in its letter.
“There has been a lapse of over a year now, however, despite various discussions at several meetings in NITI Aayog, M/O DONER, the state government has not responded to this Ministry regarding revised land details/cost” it added while seeking to provide revised details of land and land acquisition cost and R&R package for construction of airport for finalisation of the DPR from the state government.
ACS allegation came in wake of rumour doing round that the govt. is mulling to upgrade Tezu Advance Landing Ground (ALG) for use of A-320 type of aircraft operation. Earlier, Governor JP Rajkhowa had kicked up a storm by writing to Prime Minister’s Office to drop Hollongi Airport and instead upgrade Lilabari Airport as the airport would mean unnecessary expenditure of crores of money on land compensation.
APWWS resents bail to engineer arrested on charges of murder
ITANAGAR, Jul 11: The Arunachal Pradesh Women Welfare Society (APWWS) Miao Unit has informed that one AK Khan, Junior Engineer, RWD Miao who was arrested in a murder case has been granted bail without proper investigation. On 18th June a young girl who was working as domestic help in the house of AK Khan was found dead, allegedly murdered at river bank. Based on the complaint filed by the parents of victim who had named Khan in the FIR, the Miao police had arrested him.
However, police granted bail to him and that too on flimsy ground, the APWWS alleged. The women’s group further alleged that police are giving contradictory statement which is not helping the case.
“Khan has spent one week in jail and therefore he should be immediately suspended from job. Despite passing of so many days, the Miao police have failed to make any breakthrough in the case.
Therefore we appeal for immediate change of the investigation officer of the case,” said APWWS Miao unit.
CM seeks massive IAF Recruitment Rally
ITANAGAR, Jul 11: Expressing the hope that many youths from the state gets recruited in the Indian Air Force; Chief Minister Kalikho Pul has called to conduct the ensuing Airmen Recruitment Rally in Arunachal Pradesh in a massive way.
Welcoming the proposal of the Indian Air Force to conduct two separate Air Men Recruitment Rallies at Itanagar on Oct 1 for the western zone and at Tezu on Oct 5 for eastern zone of the state, the CM assured to provide full logistic support in terms of man power requirement, transportation, accommodation, etc for the rally.
Instructing the DC Capital Complex and Tezu to select proper sites for the recruitment rally, CM Pul asked them to make all necessary arrangements for the rally and provide basic requirements at the rally sites. He told them to coordinate with the DCs of other districts and also instructed them to arrange for to and fro journey of the candidates who will be coming to take part in the rally.
The CM has also appealed to all the aspiring youths of the state to take maximum benefit and make best use of the opportunity.
Briefing the Chief Minister about the plan of Recruitment Rally, Squadron Leader VPV Baliga sought the support of the state govt for successful conduct of the rally for maximum participation.
Squadron Leader VPV Baliga informed that the Rally will be conducted at Itanagar to cover West Siang, Upper Subansiri, Kra Daadi, Lower Subansiri, Kurung Kumey, Papumpare, East Kameng, West Kameng and Tawang and at Tezu to cover Siang, Upper Siang, East Siang, Dibang Valley, Lower Dibang Valley, Anjaw, Lohit, Namsai, Changlang, Tirap and Longding.
Highlighting the salient feature of the rally, he informed that there is no vacancy limitation; however the selection will be purely based on merit and performance of candidates.
Land donor for Itanagar passes away
ITANAGAR, Jul 11: Aged more than hundred years, Taying Tapu Tarh passed away at Model village, Naharlagun on July 10.
A release informed that Taying was a land donor of the state capital which includes the present day RK Mission Hospital area, CM Bangalow, Mowb- II, Civil Secretariat, Raj Bhawan, Sinki View, ITBP camp, Naharlagun Helipad, and Industrial Estate Naharlagun areas.
After shifting from Itanagar on 1971 during the time of Lt. Governor KAA Raja to Model village, Late Taying had participated in many social activities like construction of OBT School for children with many PRI leaders and villagers.
He had also contributed for the development of agriculture and horticulture and domestication of Mithun and livestock for the village. He had also developed many hectares of land for paddy cultivation in and around Helipad area, Naharlagun. He was also a peace loving citizen and advocated for peaceful co-existence with other communities.
Taying Tapu Tarh was born in 1889 and is survived by a wife, five sons and five daughters. He was born at Kurie, a place near Jami Jate, Itanagar.
Young engineer dies in road accident

ITANAGAR, Jul 11: A young engineer Bukhe Lamgu from Seppa, East Kameng District died in a tragic road accident near Donyi-Polo School at Sagalee (Papum Pare district), when his Hyundai I 10 bearing registration number AR 05-2500 skidded off the road and plunged into gorge, informed official source from Sagalee. The accident reportedly occurred around 7:30 AM this morning, source added.
The car was later spotted by the passersby who reported it to ADC office of Sagalee. It is said that tragedy struck when late Bukhe was rushing to Seppa from Itanagar to attend his father’s funeral.
The official from ADC office Sagalee along with others have retrieved the body and later handed it over to relatives. The body of late Bukhe was taken to Seppa for last rite.
Late Bukhe was serving as Technical Assistant (JE) at Gawepurang Panchayat in East Kameng district. He is survived by four children and his wife who is serving as Assistant Teacher under SSA.
Meanwhile, East Kameng Social Welfare and Cultural Organisation (EKSWCO) has deeply condoled the tragic and untimely demise of young engineer. In a condolence message to bereaved family EKSWCO Chairman Khya Safar Pao termed the tragic death as shocking. “He was brilliant and sincere engineer. His death has not only created void in the family but entire district” Pao said while conveying condolence message on behalf of EKSWCO.
World Population Day observed across state
ITANAGAR, July 11: The World Population Day was befittingly observed across the state along with the rest of the world on July 11.
At Itanagar, the Arunachal Pradesh Health Society observed the Day at Vivekananda Hall, RKM Hospital, Itanagar.
The students of VKV Chimpu, Sangey Lhaden Sports Academy and students of Nursing School along with the departmental staff took out a rally from the Tennis Court to Vivekananda Hall RKM Hospital holding banners and placards to mark the day. Students from Hornbill School performed skits on family planning.
Flagging of the rally, Commissioner (Health & FW), Hage Kojeen said that family planning can play a very effective role in better health of mother and child apart from population stabilization. He also appealed all to create awareness on the importance of adopting family planning and to avail facilities from health centers to delay and control childbirth and reproductive health care.
Highlighting the adverse effects of population growth in the development process, National Health Mission, SPD, P.N Thungon said proper planning should be made and the people should be sensitised to control the high growth of population.
Jt. Director Medical Education, Dr. Doye Reto, Deputy Dr. T Kampu, Deputy Director, Dr. Amping Perme, Project Director, APSACS, Dr. Riken Rina and other officers were present in the programme.
At Hawai in Anjaw district, the day was observed at the Community Health Centre and was organized by the District Health Society.
Addressing the gathering, DMO Anjaw, Dr.K.Perme highlighted on the growing population trend in India and the global scenario, and how population explosion can lead to global warming, unemployment, malnutrition and poverty etc.
MO Dr. M. Pertin demonstrated population control measures and distributed OCP, EC pills, condoms, IUD etc. Around 60 people consisting of PRI members, ASHAs and grassroot health workers attended the programme.
In East Kameng, the District Health Society conducted the day at District Hospital, Seppa.
Speaking in the function, Deputy Commissioner, Rajiv Takuk emphasised on the themes of World Population Day, 2016- ‘Zimmedari Nibhao, Plan Banao’ and ‘Investing in teenage girls’.
He said that the teenage stage is the most risky stage as the teenagers are at a high risk of deviating from their path, and therefore awareness generation in this period was very crucial. Explaining about the difference between sex and gender, he said that whereas sex is a biological term, gender is socially created.
Speaking on various issues like maternal health, he said, healthy mother can only give birth to a healthy baby. He also directed all the field functionaries of health department to stay at their posting places and perform their duty with dedication and sincerity.

Saying that big family was the main reason for poverty, ZPC Meyuk Cheda stressed on using latest methods of family planning.

At Pasighat, the District Health Society, East Siang District observed the World Population Day at the Pasighat General Hospital.
East Siang DC, Isha Khosla formally flagged off an awareness rally which was participated by Jt. DHS Dr. Kabang Lego, DMO, Dr. M Perme, MS, Dr. YR Darang, DRCHO, Dr. T Gao, health department staffs, AWW, ASHAs etc. to make aware the people about the growing population explosion and to remind them about the potential dangers of over population.
Speaking on the occasion, DC Khosla highlighted the aim and objective of World Population Day celebration and the importance of observing Population Stabilization fortnight throughout the world. She appealed the participants to disseminate the message on importance of small family and informed that all the family planning methods are made available in hospital and all health centers in the district and couples must take the chance of these opportunities in sizing their families.
The day was also observed at Govt. Sec. School, Chimpu, to highlight various population related problems and issues among the students. The school students were sensitised and made aware of various Adolescent Reproductive and Sexual Health (ARSH) issues including reproductive rights of women so as to enable them to lead a better quality of life in future.
Addressing the gathering of students, SMDC member of Chimpu village, Gyamar Sikap highlighted the need for a small family for controlling the high rate of growth of population in the country.
Headmaster of the school, T. Koyu emphasised the fact that the quantity of population without quality will not help a society in anyway.
An essay competition on the topic “Pollution: A threat to human life’ and a quiz competition on various themes of population was conducted among the students and cash prizes were awarded to the winners.
The programme was organised by the Population Education Cell of SCERT, Gohpur Tinali, Itanagar, as part of its extension activities in schools under the guidance and resource support of NCERT, New Delhi.
New Chingsa FC lifts Kharsang Football Champions trophy
ITANAGAR, Jul 11: New Chingsa FC has won the Kharsang Football Champions Tournament, 2016 by defeating Nolang Club Balinong by 4-1 goals during the final match at Kharsang on Sunday.
Along with the trophy the winning team also clinched a cash prize of Rs. 30,000 besides, individual awards with trophies and cash prize of Rs. 5000 each. Kunchom Rekhung, Kitson Kitnal, Repu Rekhung and Senti Ronrang from the winning team were the goal scorers.
The best player award went to Kitson Kitnal while, Repu Rekhung and Joseph Rekhung won the award for highest goal scorer and best goalkeeper respectively. Further, Samkhidong FC was declared as the most disciplined team.
Organized by the youths of Kharsang, the motto of the tournament themed ‘Say No To Drugs, Stay Healthy’ was to spread awareness among the youths about the adverse effects of drug use and motivating them to concentrate on games and sports.

Govt accords priority to restoration of services: Mein
ITANAGAR, Jul 11: The Government has given first priority to restoration of services and repair of public assets besides rehabilitation of the flood affected people, said Deputy Chief Minister Chowna Mein, also Minister in-charge of Public Works Department while inspecting the flood-damaged bridge over Nyirup River on the National Highway 415 on Monday. He also said that Government would take all necessary measures for providing relief to the flood hit families.
Mein accompanied by Chief Engineer Highway Bora Ete, Naharlagun EE Highway Nani Tath, AE Highway Debia Takam, AE PWD Pema Dorjee, JE Highway Tabi Toko, SDPO Naharlagun J.Basar and Nirjuli Councilor Tarh Nachung made the field visit.
While assessing the damage, Mein said the road infrastructure is the most important of all public assets. He issued necessary instructions to the officers for immediate restoration of bridge and repair of approach road to give immediate relief to the people of the area.
On being informed by the Councilor Tarh Nachung of the damages caused to the residents by Nyirup River since 2001, Mein saying that no one can fight against the nature, appealed the people not to construct any structure in the area nearby river and suggested the people leaving in low lying areas and near the rivers to be more vigilant.
“I appreciate the need to get the bridge open as soon as possible and I thank the local community for their patience while this work is being carried out,” DCM Mein said.
He impressed upon the officers to be in the state of preparedness and be vigilant in view of any eventuality so that the necessary steps can be taken at the earliest. Mein also instructed the officers of PWD to personally brief him in case of any damages caused by natural calamities in the state in the near future so that he can personally take stock of the situation and gear up men and machinery.
The Deputy Chief Minister also visited bridge over Khondakhowa River at Banderdewa to take stock of the partial damage caused to the bridge due to flood. He directed the concerned officers to keep the NH 415 pliable throughout the year as roads form the essential component for development of state and asked them to use all the machinery available. Roads make a crucial contribution to economic development and bring important social benefits.
Chief Engineer Bora Ete informed DCM that the damage to the bridge over Nyirup River at Nirjuli was caused by torrential rain-triggered flashflood on July 9 last. It also caused damage to the retaining walls and other manmade structures at Aniya Village, Nirujuli. Ete said that road communication will be restored after the repairing work of the bridge is completed by later tonight.
Meanwhile, EE Highway Nani Tath apprised DCM that DPR for the construction of the four laning of NH 415 from Itanagar to Banderdewa has been prepared which will be later submitted to Regional Office of Ministry of Road Transport and Highways for onward submission to New Delhi. He also said that the Deputy Commissioner Capital Complex have finalized and submitted the compensation list. The project of four-laning will be taken up in two packages, as part of the first package, the Itanagar sector will be taken up; from Chandra Nagar up to Nyokum Lapang sector and as part of the second package from Pappu Nallah to Banderdewa would be taken up.
Ziro valley needs management of White backed planthopper

The Ziro valley in Lower Subansiri district is known worldwide for its indigenous integrated rice cum fish culture. This agricultural activity covers approximately 592.0 ha of land in the region. The rice cum fish culture is practiced in many villages including Hong I, Hong II, Madang Tage, Hari II, Tajang, Hija I, Hija II, Kalong yielding about 3-4 ton rice per ha per season. The paddy varieties cultivated in the rain-fed lowland area are the Mypia, Emo and Pyapin. However, farmers suffer loss at the early vegetative stage of rice after transplantation due to attack of the white backed planthopper (WBPH), Sogatella furcifera (Horvath). The WBPH has a characteristic white band on thorax. The newly emerged nymphs are white, but begin to show more colouration as they mature. Forewings are transparent and each with a brown spot. The male occurs only in long winged form. The females can be either long winged or short winged.
WBPH nymphs and adults are found on the upper portion of the stems, with the majority at the junction between leaves and stems. Both nymphs and adults suck sap from the phloem at the base of the rice plant and the leaf surface. High population of planthoppers causes to turn the leaves orange-yellow spreading from the leaf tips to the rest of the plants. Later, the leaves turn brown and dry up as a result of excessive removal of plant sap. This condition, called hopperburn, kills the plant. Gravid females cause additional damage by making oviposition punctures in leaf sheaths. Continuous submerged condition in the rice fields in Ziro valley is conducive for the growth of the WBPH population which may cause complete damage to the tillerings.
Economic thresholds level of WBPH has been estimated as 12-16 nymphs per hill in many other parts of the world. Natural enemies of WBPH include water striders, mirid bugs, spiders and various egg parasitoids. Probably, density of these natural enemies is not sufficient to control the WBPH population size in the rice fields in Ziro valley below economic injury level. For this reason, the fields in the area need management of WBPH to avoid the crop loss. This can be done by using light traps (e.g., an electric bulb or kerosene lamp near a light coloured cloth or over a pan of water) during night at a safe distance from the rice field when rice is prone to planthopper attack. Prior to this, the fields should be monitored to confirm the action threshold density. If farmers are interested, they may use the varieties released by IRRI, which contain genes for WBPH resistance, like IR26, IR64, IR36, IR56, and IR72. Further, a detailed scientific study is in need to know the population dynamics and pest status of the WBPH in the nature gifted land.

Training with Emphasis on Environment Sensitivity
ITANAGAR, Jul 11: A one-day seminar titled, “Teachers’ Effectiveness Training with A Special Emphasis on Environment Sensitivity” was held on Monday at Donyi Polo Vidya Bawan for teachers of the private schools of Itanagar. Altogether 35 representative teachers from various private schools of Itanagar participated in the seminar. The programme, an initiative of All Arunachal Private School Association (AAPSA) was a clarion call to the private schools to wake up to the reality of global warming and climate change.
It dwelt at length about positive role private schools and especially the teaching community can play in creating awareness among the student community on the threat of climate change. The seminar began with welcome address by Levi Katy, General Secretary, AAPSA who is also the Principal of Donyi Polo Vidya Bhawan. Resource person Dr. James Poonthuruthil, Professor from Sacred Heart College, Shillong spoke about the alarming situation of climate change and the lack of sensitivity to the environment which has led to this dangerous situation. He exhorted the teachers to be role models and walk the talk be it in the case of values, hard work or environment sensitivity.
In an interactive session with the theme, “Seven Billion Dreams, One Planet, Consume with Care”, Dr. James impressed upon the participants the necessity to consume with care, consume with responsibility and to avoid all wasteful lifestyles, which has led to environmental crisis in the world. “We need to stop this ‘use and throw culture’ which has led to the single-minded pursuit of short-term profit making and excessive wasteful consumption, he added.
Fr. Cyriac from Don Bosco Youth Centre, Itanagar led the participants through a group discussion in which the participants came up with practical ways of inculcating environment sensitivity in students such as forming Eco Clubs, creating a sense of thrift in the consumption of food, water and electricity; planting of trees and organizing awareness programmes for staff and students.
APCC to enquire into PDS scam
ITANAGAR, Jul 11: Arunachal Pradesh Congress Committee (APCC) will soon constitute a committee to enquire into the PDS scam in the State. This was decided in a meeting held on Monday at Rajiv Gandhi Bhawan under the chairmanship of President Padi Richo.
The committee will also enquire into the huge fund allocation by the state government for individual schemes in the Capital Complex, Papum Pare District and payment of Rs 1600 crores in the last March 2016 without maintaining any codal formalities for expenditure. A committee headed by APCC has also been constituted separately for Govt. Departments to monitor all schemes under flagship programmes of State and Central Govt. taken up by the present PPA Govt.
Don’t pay extra amount: BSNL
ITANAGAR, Jul 11: The BSNL authority has requested the consumers not to pay any extra amount beyond Maximum Retail Price (MRP) for availing its services.
Responding to the numerous complaints being received from the service users stating that BSNL RCV and Top Up are being sold in higher rates in the market, the BSNL telecom division, Itanagar, in a release on Monday clarified that the re-charge and Top Up amount cannot be charged beyond the printed amount/tariff by the retailer/franchisee/DSA of BSNL.
Post creation sought
ITANAGAR, Jul 11: The Arunachal Pradesh Computer cum Account Assistant Association has sought creation of post against the delinked CSS staffs of Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA). They have submitted a memorandum to the chief minister in this regard.
The association has also requested for regularization of services of contractual employees of Panchayati Raj department.
PRI members seek strict action against erring officials
ITANAGAR, Jul 11: Alleging the DFO, RFO and other staffs of the Jennging Forest division, of not staying at their place of posting, the PRI members of Boleng Block, Siang district have in a release on Monday appealed to the PCCF, Itanagar to take stringent action against concern officer and staffs at the earliest.
‘The said officers and staffs hardly stay at their posting place and there are no files of the department at Jengging office pertaining to the official correspondence of the last five years’, the PRI members alleged. They further claimed that welfare schemes meant for preservation of forest wealth of Mouling National Park has been misused and many anti-social activities such as extraction of Paris Polyphylla and other animal species are being carried out will.
They further claimed that despite instituting of an enquiry committee by the concern department for verification of all Centrally Sponsored Schemes and other state schemes and submission of its report to the office of the PCCF Itanagar, no action has been taken against the erring officials so far.
Ultimatum to Workers’ Board
ITANAGAR, Jul 11: The All Arunachal Pradesh Labour Union (AAPLU) Zonal Chairman, Eastern Zone has given 30 days ultimatum for posting registering officer (RO) and staffs at Pasighat, Pangin, Yingkiong and Tuting.

Awareness on protection and preservation of natural resources
ITANAGAR, Jul 11: Awareness programme on protection and preservation of natural resources was organized at Pamluk village under Kamporijo-II of Lower Subansiri district on July 9 last. Organized by Ab-Jill Society, the programme dwelt on the ill effects of destruction of natural forest resources and importance and preservation of flora and fauna.
The ASMs attending the programme while appreciating the initiative of the organizers assured to carry forward the message of preservation and protection of natural resources. Condemning the deforestation of the catchment area of Pamluk river, the house present requested the concern authority to take necessary action to put a stop to the destruction.
Shift Doimukh college to Mipu-I: APPDYO
ITANAGAR, Jul 11: The All Papum Pare District Youth Organization (APPDYO) has demanded shifting of Govt College, Doimukh to Midpu- I claiming that the Govt Primary School where it is holding up temporarily doesn’t have the capacity to host the entire populace of the institute.
In its memorandum submitted to the chief minister, it said that the land at Midpu-I has already been donated by the local people.
The organization has also demanded for establishment of SBI branch and treasury branch at Sagalee, police station at Mengio and installation of BSNL or any mobile connection tower at Mengio.
Further saying that most of the Government schools in Papum Pare district are suffering from lack of subject teachers, it has requested for posting of subject teachers in the schools within two months.
Social service conducted
ITANAGAR, Jul 11: The Upper Subansiri Nyishi Collegians’ Coordination Committee Capital Complex (USNCCCCC) organized social service at R K Mission Hospital here on Monday on the occasion of World Population Day. The members cleaned the hospital and its premise during the drive.
Road repaired
ITANAGAR, Jul 11: Members of the Gumto Welfare Committee (GWC) under the banner of Gumto People’s Forum (GCPF) repaired the road from Gumto check post to Emchi village on Doimukh-Harmutty road which was in a dilapidated condition.
GWC president, Chukhu Taje and GCPF Chairman, Nabam Vijay who supervised the repair work, further claimed that no steps have been initiated by the GoAP so far despite repeated pleas for release of adequate funds to repair the only alternate road connecting the state capital to the rest of the country.
Governor visits Ramakrishna Mission Hospital
ITANAGAR, Jul 11: Governor of Arunachal Pradesh, Tathagata Roy accompanied by his wife, Anuradha Roy visited the Ramakrishna Mission Hospital, Itanagar on Monday. The first couple distributed fruits to the indoor patients and interacted with doctors and Swamijis of the Ramakrishna Mission order. The secondary care referral 260-bedded hospital caters to over 650 patients per day in its outpatient department.
Later, they also visited the State Emporium. Impressed by the briefing by the Joint Director, Haj Dodung and other officers of Department of Textiles, Handloom and Handicrafts, the Governor suggested them to have more stock of traditionally made attires and other materials. (PRO to Governor)
Indigenous conference held
ITANAGAR, Jul 11: The Two-day 7th Nyishi Indigenous Faiths and Cultural Society (NIFCS) Conference concluded on 10th July 2016 at Scout and Guide Hostel Naharlagun which was organized with the assistance of sister organization Arunachal Vikas Parishad (AVP).
Hundreds of delegates from Nyishi inhabited areas took part on the brain storming technical sessions, wherein the future plans and route map of NIFCS had been discussed and debated in length, a release said. The Conference was inaugurated by Dr. Ligu Tacho, President Indigenous Faiths and Cultural Society of Arunachal Pradesh (IFCSAP).
Speaking on the occasion Dr. Ligu Tacho, exhorted the selfless services rendered by senior members of community for preservation and promotion of Nyishi Indigenous Faiths and also cautioned the youths from being westernized.
Nabam Nakha Hina, outgoing Vice President spoke in length about the dependent syndrome of Nyishi community and alarming demographic change in the community due to conversion. Attending the programe former MLA and now Councilor Kipa Babu contributed rupees one lakh for an indigenous movement.
Need for health awareness camp
ITANAGAR, Jul 11: Saying that people of Longte Loth village in Kurung Kumey district are suffering from many ailments due to lack of awareness in health issues, Anchal Samity Member, Longte Loth-1 in Kurung Kumey district Tadar Tayu has called for the need to organize health awareness camp in the village. He has written to the chief minister to sanction fund to organize awareness camp.
Training on accounts and audit
ITANAGAR, Jul 11: Altogether 29 members of registered cooperative societies are participating in a two days training programme on accounts and audit which began at Arunachal Pradesh Cooperative Training Centre, Naharlagun on Monday. It is being organized in collaboration with National Council of Cooperative Training Centre (NCCT), New Delhi.
On the first day, resource persons Principal Techi Kaku, Lecturer APCTC Nosar Ronya and guest lecturers D K Deb and A T Ghose of APCTC exhorted the participants to maintain proper books and account.
BJP delegation calls on Governor
ITANAGAR, Jul 11: A Bharatiya Janata Party (BJP) delegation led by State BJP President Tapir Gao on Monday called on the Governor of Arunachal Pradesh Tathagata Roy at Raj Bhavan. The delegation apprised Governor of development activities and bottlenecks in road and air communication.
Sharing his affiliation to North East region since his childhood in Shillong and his extensive tour of Arunachal Pradesh, he assured the delegation to visit interior places and border areas to ensure developmental activities in remote areas. Several senior BJP leaders were part of the delegation.

Perennial problem
The Naga insurgency which has become a perennial problem for the Arunachal Pradesh is again in news due to recent killing of cadres of NSCN(R) at Tirap by the personnel of Assam Rifle. The incident has spark debate over Naga issue. The presence of Naga insurgent in the districts like Tirap, Changlang and Longding has badly affected the developmental activities in the three districts. For long Naga rebels had confided their activities within four walls of these districts. But over the year they are spreading their nefarious activities to other parts of state. This is deeply worrying and state government will have to act fast.
Government of India is engaged in a peace talk with NSCN (IM) but had largely ignored other groups. In Arunachal factions like NSCN (IM), NSCN (K) and recently formed NSCN (R) are engaged in fierce turf war. These factional fights often split over into street and pose serious threat to ordinary citizens. Successive state government has never tried to start any kind of peace talks with these groups. Often Arunachalee politicians leave it on central government to tackle Naga issue. In this context, it is refreshing to hear Arunachal unit BJP President Tapir Gao making an appeal to NSCN (K), NSCN (IM) and other groups to come forward for peace talks. Gao while addressing a public rally at Khonsa called upon the youths of the three districts to come back to the mainstream. This is a timely appeal and should be welcomed by everyone. Gao, who has close contact with central BJP leadership can play pivotal role in Naga peace process. Hopefully rebel group will reciprocate his gesture and join the mainstream by giving up arms to create a congenial atmosphere for talks.

Student Unions are formed, leaving aside a few unions so that extortion could be done in the disguise of students. It’s an open secret and every household is well aware of it. The students who are the future of Arunachal are being used for the personal benefits of few leaders. One can find that the numbers of student unions are more than what we have in the whole of India.
So my dear students, both real and fake, the easy money you beg today will not be of use in future. Karma will not spare anyone. Live in the present and think for the future. Let’s pledge to make our beautiful state better and better.

Tethering on the edges

This is in response to the article “Flourishing business of extortion” by Tongam Rina published in your daily on July 11.
Truly espoused the colours and the irony of the pseudo upright society we live in. Everything is in a mess, unless we mend ways, our society is perilously tethering on the edges. Acknowledging the pitfalls is a baby step towards undoing the wrongs over the years. More such write ups are required to shack the slackness we have all but grown accustomed to. Keeping aside extortionists & Unions for a moment I would like to know where do the public hide when sub–standard works are executed in their area by work departments? Is it not the duty of the people, PRI leaders to poke their fingers at the very moment when some wrong doings happen during work execution? No! It seems they are off to either North Pole or South Pole or they wait in ambush to fire RTI appropriately in future.

Corruption and extortion
Dear Editor,
This is in response to the article “Flourishing business of extortion” published in your daily on July 11.
There are two things you see in Arunachal i.e everlasting corruption in every possible way and extortion in the name of social & student welfare. There are more unions in the state than a good number of schools / colleges. Why can’t we work towards the real improvement of the system rather than fulfilling our own personal desires by collecting donations and satisfying our own luxurious dream? With the onset of monsoon the already pathetic road becomes more treacherous and dubious throughout the length and breadth of the state. Even more shameful is the condition of the highway that connects the state capital but still the authorities have not come up with a constructive solution. Once a businessman from Lakhimpur told me that he had read it somewhere that the Banderdewa Itanagar highway is the costliest highway in India which requires maintenance every 3 months. And if we still think selfishly and loot the state fund and public money meant for the development of the people and state as a whole, the region will remain cornered and backward for many more years to come. No harm if you don’t own a fancy car or a luxurious apartment, but it is much better to have a state full of dream and opportunities.
